Finishing straight for the French military MRO conversion plan

"I'll be presenting my conversion plan next Monday at BA 105 in Évreux. The highest availability for our aircraft is vital". The French Armed Forces Minister Florence Parly sent out this tweet on 4th December to announce the follow-up to one of her priorities since she took over: the improvement of maintenance in operational condition for aircraft in the three branches of the military. The Minister will be going to the base located in the Eure region on the morning of 11th December, doubtless accompanied by Christian Chabbert, who chaired the report, to present the measures which will be put in place from 2018. What is surprising is that it appears that the conclusions are not intended to be made public.

Aircraft technical availability is absolutely vital, especially as the figures available are alarming for certain fleets - the A400M for example a few weeks ago had barely 20% availability, with two planes in flying condition out of 11 (12 since last week) in the fleet. This is a major concern, even if the availability rate for planes and helicopters deployed on operations is significantly higher than at home - around 90% for the Rafale or the Atlantique 2.

As we revealed in September, the mission letter sent to Christian Chabbert for his audit work contained eight areas considered priority. These activities seek to details the government and industrial organisation for maintenance contracts, including logistics of course, but also to review the roles, functions and responsibilities of the different actors, whether industrial companies operating in the sector, inter-force organisations (DGA, SIAé, SIMMAD, AIA, etc.) or even the armed forces themselves. One of the objectives is to be able to propose a reduction in maintenance workload via optimised solutions and so "smooth out" exchanges and procedures between the different participants.
