India partially lifted the veil on the MRO contract related to the acquisition of 36 Rafales from Dassault Aviation for the Indian Air Force on 23rd September 2016. A defence committee parliamentary report provided a few details about how support will be managed for combat planes, which must be delivered "in flight condition" by France between September 2019 and April 2022.
The agreement provides fort "responsibility from the French side" as a contract based in particular on logistical chain optimisation (PBL - Performance based logistics). The initial contract period is for five years, which may be extended up to 12 years. The fleet's minimum availability rate has been set at 75% "permanently".
The report also specifies that "the Indian side has managed to include more stiff penalties if the French side fails to meet the PBL commitment".
