During the presentation of its annual results on 6 March, the French Ministry Of Defence procurement agency (DGA) observed that "the efforts have paid off concerning the availability of helicopters and Rafale fighter jets, which has improved a lot in recent years".
He also stated that he is "firmly in favour of a large delegation, through contracts with specific and precise objectives and equally large and accurate penalties. These contracts "must be written efficiently and avoid a sequencing of operations that is too low." "To make our decisions, we must look at the whole picture" he stressed.
The DGA, who is not directly responsible for the availability of the equipment and for maintaining it in
operational condition, which pertains to the armed forces, is nevertheless well versed on the need to
draft support contracts, taking into account the needs that are "very, very far upstream", and which
"place great importance on retaining those armed forces personnel with specific know-how on those
things which are essential in operations", in which manufacturers are not directly involved on the
ground. |
